Hull’s SEND Strategy is being reviewed for 2027–2030, and Hull Parent Carer Forum is supporting Hull’s Local Area Partnership by running engagement events and an online survey to gather the views of parent carers.
As part of the review, the Local Area Partnership has looked at what parent carers have previously said about their experiences of the local SEND system, including findings from HPCF’s 2025–26 annual survey of more than 500 parent carers and wider conversations with families.
Using this evidence, five areas have been identified where further improvement is needed:
- Early identification and support for neurodevelopmental needs
- Consistently high quality and responsive support in schools and settings
- Social care and family support
- Transition into adulthood
The importance of relational practice
Together, these form the proposed Local Case for Change. Feedback gathered through this consultation will be used to check and further develop these areas before the SEND Strategy priorities are finalised.
What will happen at the event?
You’ll have the opportunity to explore each of the five areas and tell us:
- whether there is anything important missing;
- what things being better would look or feel like for your child, young person or family;
- what you would need to see or experience to feel that things were genuinely improving.
There will be different ways to take part and you won’t need to speak in front of a group or answer every question.
Representatives from Hull City Council and NHS Humber and North Yorkshire ICB will also explain the SEND Strategy review, the proposed Case for Change and what happens next.
There will also be a SEND Q&A, where parent carers can put general questions about SEND, local services, the Strategy or wider SEND changes to representatives from the Local Authority and ICB. (Please note that individual children, young people or family circumstances cannot be discussed during the Q&A).
How will my feedback be used?
This is a consultation = we ask you!
We want to check whether the five proposed areas reflect what matters to families, identify anything important that may be missing and understand what children, young people and families would need to see or experience to know that things were genuinely improving.
Your feedback will help inform the final Strategy priorities and how progress and success are measured.
This is a consultation rather than a co-production or shared decision-making process. Parent carers are being asked to inform the development of the Strategy but will not make the final decisions about its content.
